They will charge a very small fee and should be completed very quickly online. Once you know which network or carrier you are locked to you can then request a full iPhone unlock from the provider of your choice.
Unlocking your iPhone is completely legal as long as you have paid for the device in full and are no longer in contract. If you are still paying a contract then technically you do not own the device until it is complete. You should contact your carrier to find out how long your contract is.
