This peculiar combination of gates looks rather strange, but someone must have had a use for it.
The
equivalent in terms of inverting gates shown below is one way of
implementing it. However, if you're smart, you should be able to come
up with an alternative arrangement that uses fewer transistors. Hint:
Think about which combinations of inputs should cause the output to go
high, and which low, and connect transistors in series and parallel to
achieve those conditions.
