When this file has finished downloading, right click it and choose "Extract All" or "Send to Compressed (zip) folder" depending what version Windows you have
In this new folder "Hells_Bells_Windows", there should be a file "Hells_Bells.exe" with the Unity game engine logo

Turn your volume to maximum, and that's it...
Gameplay Tips
You need to look up answers online to play the game at present - in the Windows edition, use Alt + Tab keys to switch to your web browser. You need to press F2 (with Function key together if you have one), to switch Music Volume control on and off.
7/5/19 Issue - currently when answering a text question in-game, to show the cursor arrow, you may need to toggle the volume control on and off once or twice. Hope to fix soon, there are different processes turning arrow on and off at present.
